Where are the immigrant groups lobbying for a Constitutional immigration policy?
I see conservatives shouting to throw "foreigners" out of the country, and immigrants wanting amnesty with no cut in welfare. You can't have it both ways. Becky Ackers wrote in the Foundation for Economic Education what the Founders wanted - no immigration interference, but no welfare either.
All the Founders were worried about was "naturalizing" immigrants so they'd make good Americans. They were worried the immigrants from the Continent were brainwashed to support monarchies, and so needed education on the value of Natural Law - that government's sole role is to protect inalienable rights to life, liberty and property.
Immigrants faced no interference in entry into the U.S. until well after the Civil War. That's when the Congress - full of hubris from its destruction of half a million lives on behalf of centralized imperialism - decided it could ban immigrants who were sick or criminals. The Supreme Court created a Power on behalf of the government to build such walls.
Right before 1900, the Chinese were banned from entry, because they were Chinese. In WWII anarchists - whatever that means - were banned.
But as we libertarians have tirelessly said, there is no immigration problem. The problem is welfare, and interference overseas. Some immigrants rely on welfare, and instead they should rely on their "sponsors" who helped bring them into the country. In a freer country with less government, private charity would rise to help those in need.
People are fearful of immigrants because they are fearful of terrorists. The only reason terrorism is a problem is because we interfere overseas. If instead we honored the recommendation of our Founders - to replace interference with peaceful trade - then the terrorism problem would disappear. If people no longer feared terrorism, they no longer would fear immigrants.
Then we could repeal immigration laws, just as preferred by our Founders.
In an ideal world, the only divisions on the ground would be private property boundaries, not political boundaries. And private citizens love to trade and travel. This is a recipe for World Peace.
